Environmental protection is the responsibility of politicians, not individuals as individuals can do too little. To what extent do you agree or disagree?

Some people’s opinions that authorities are in charge of environmental protection and every citizen should not take this responsibility as they are not able to change anything. I completely agree with this claim however, I also believe that individuals should take action in their range.
On the one hand, authorities must take action to protect the environment and this is their main responsibility as they have people, system, power and the attention of citizens in a country. America is a good example for this fact. In terms of people, the US president is able to rally top specialists in any field for consulting. In terms of system, he or the federal government has a lot of state governments, which prepare and implement upcoming policies. In terms of power, he and his employee like the vice president, every secretary can change related environmental issues such opening investigation or shutting down companies, organizations or people in US land, which is on the list of potential harming surrounding environment, or spend a large budget to clean up specific areas and recover burning forests.
On the other hand, I believe that individuals should do some things in their range for our environment. Firstly, a person is aware and always do stuff for environmental protection, if one day he or she may become politicians or any high position in governments, it would be extremely helpful. Secondly, individuals only can do some tiny things such as no litter on streets or use gum, but it changes completely a country and Singapore is an example. From this point, we can certainly confirm that one person do right things, the result is nothing, but all people do right things, the result is massive.
In conclusion, I emphasis that the responsibility of protecting our environment belongs to individuals and politicians as some reason mentioned above.
