Some people think that it is rational that Government should only spend money on offering scholarship to top –performance students rather than covering all costs of universities, and other expenditure of universities should be taken the responsibility by student fees and private organisations. In my view, I fully agree with this thinking.
Some advocates the idea of that scholarship budget, instead of all university expenses should be in charge of Government. The rationale for this is that nowadays, the cost for equipping universities with start- of – the – art technological facilities used for studying and teaching sector is on the rise while Governmental budget is likely to be limited due to the paramount importance of allocating money to other important domains such as: healthcare and environment which is gradually posing risks to human life, claiming lots of lives by severe droughts or earthquakes. Therefore, Government may be able to pay only the cost for handing out rewards to students who topped in exam. This form of scholarship is viewed a driver to boost their ability, incentivizing to reach their potential, contributing to society.
Other cost of universities such as the expenditure for reconstruction or innovation needs to be paid by withdrawing money from student fees or by private organisations. The reason for this is that the money students giving to university as an education fee should be devoted to university in which they are attending. This budget should be used for providing more teaching equipment for students, serving studying purpose, meeting the demands of both students and teachers for academic pursuit. Moreover, some private organisations are the shareholders investing in some private schools so that it is understandable why the support should be given by these private sponsors to upgrade universities.
Due to some given reasons, I content that scholarship fee should be paid by Government and other spending of university need to be paid by private organisations.
