Of course, students are more motivated to study when what they are learning interest them. However, in most of the cases, educators should not take into account the interests and suggestions of their students for several reasons.
First of all, most students know very little about what they are going to learn to suggest what they interest and what they like to educators. For example, if this semester, student are going to learn Physics for the first time of their life, then they do not even know what Physics is about, not even to say what they are interested in the subject. In this case, how can we have valuable suggestions? Maybe they just tell us what interests them obligatorily since it is rude to say nothing when being asked.
Besides, different students like to perceive things in different ways. Some study better by seeing, some study better by listening, some study better by working. Thus, they may suggest different things that benefit them. Then, how can we account for all their interests? It is very difficult to incorporate all these things. It takes a lot of time to include all those things into classes, too. Meanwhile, students have other classes to study. Thus, it is difficult to account students interest into courses plan.
It is true that in some case, taking student's suggestions when planning course will be beneficial. However, to be fair, the educators should consider other students, that is, whether changes thank to those opinions will be helpful in improving other student's learning or not. To illustrate, if a student suggests that a teacher should include live illustration, for example, taking a live frog to the class when the studies' content of that class is relate to frog, and this may help other students pay more attention to the class and thus, we should really take this suggestion into account. However, if the suggestion is about giving more complex exercises and expunge simple problems then this is just personal opinion and doing that will affect other student's study badly.
In sum, in most of the cases, taking student's suggestion when planning course takes a lot of time and are almost impossible. Thus, educator should not consider much about that.
