It is argued by some people that scientific investigation is conducted and controlled by individual institutions not as effective as government. I completely disagree with this argument, I believes that co-operation among government and private enterprises to be the best way to develop science-related study.

On the one hand, It is obvious that governments play an important role in scientific reasearch but it is enormous fields. It means that there are several sections governments deal with better than private organizations. For instance, they have special caring to their citizents and global so that researching a preventive medicine or global warming to improve lives quality is their strong points. In additon, In terms of finance, when reducing study burdens about more aspects that governments would cut down significantly government’s budget. Thus, if they concentrate on some studies specificly which not only improved fiscal but also coparative.

In the other hand, In terms of scientific investigation in short term that individual institutions address quickly and effectively. Firstly, almost enterprises is established with profitable purpose. They would pay attention to revenue and scientific study is their tool to earn money. Secondly, revenue opportunities urge private companies have to more effort in researching. Take corona pandemic as an example. This is a big opportunity for private institutions race each other in order to investigate and manufacture vaccine for citizents and government.

In conclusion, science-related study is a huge fields so that It needs a co-oparation among governments and individual organizations to develop and improve them be better.

Let's take a look through your introduction.

"It is argued by some people that scientific investigation is conducted and controlled by individual institutions not as effective as government."

This sentence is ungrammatical and somewhat wordy. In addition, "individual" and "private' are not the same. "individual institutions" refers to ones that are not related to each other, whereas "private institutions" refers to ones that are operated by a person or a group of people rather than by the government. You would want to say:

"Some people argue that scientific investigation conducted by private institutions is not as effective as by the government."

You can say either "the government" or "governments", but you can never say "government". By the way, consider using active voice wherever possible.

The other: "I completely disagree with this argument, I believes that co-operation among government and private enterprises to be the best way to develop science-related study."

Again, this sentence is ungrammatical. Moreover, this sentence has two main clauses, which means there needs to be a conjunction. Another solution is to split the sentence into two sentences as follows:

I completely disagree with this argument. I believe that co-operation among governments and private enterprises is the best way to develop science-related study."
