The issue regarding the priorities on the expenditure of taxes by governments is generally very controversial. It is essential in the discussion of this issue to remember that taxes are provided by tax payers, and thus the tax payers should be the ones to benefit from the tax expenditure.
 
If the health care system were to become the government’s first priority, it will certainly benefit the general public. However, depending on the state of the current healthcare system, we need to decide whether the priorities should be set elsewhere. If the healthcare system is currently adequate and is fulfilling the needs of the general public, it would seem redundant to allocate additional funds to this system.
 
On the other hand, even if the healthcare system falls short for specific groups of people, it may not be required for the government to prioritize its development. In general, every country has a vast amount of issues on their agenda, and some are more urgent than others. For example, the infrastructure, availability of jobs, law enforcement and public services are all topics which are at least as beneficial to the general public as an excellent healthcare system.
 
In my opinion, it is the most important for a government to use the money from the tax payers to enforce the law and to keep unemployment low. At times any given topic such as healthcare might be given priority, but what is most important is to remember that the tax payers need to see themselves benefit.
